1. Under article 19, paragraph 1, of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, "the States parties shall submit to the Committee against Torture, through the Secretary-General of the United Nations, reports on the measures they have taken to give effect to their undertakings under the Convention, within one year after the entry into force of the Convention for the State party concerned. Thereafter the States parties shall submit supplementary reports every four years on any new measures taken and such other reports as the Committee may request".	1. Aux termes du paragraphe 1 de l'article 19 de la Convention contre la torture et autres peines ou traitements cruels, inhumains ou dégradants, "les Etats parties présentent au Comité, par l'entremise} du Secrétaire général de l'Organisation des Nations Unies, des rapports sur les mesures qu'ils ont prises pour donner effet à leurs engagements en vertu de la présente Convention, dans un délai d'un an à compter de l'entrée en vigueur de la Convention pour l'Etat partie intéressé. Les Etats parties présentent ensuite des rapports complémentaires tous les quatre ans sur toutes nouvelles mesures prises, et tous autres rapports demandés par le Comité".
2. The general guidelines for the submission of periodic reports appearing below would assist the Committee to fulfil the tasks entrusted to it pursuant to article 19 of the Convention.	2. Les directives générales pour la présentation des rapports périodiques énoncées ci-après aideraient le Comité à s'acquitter des tâches qui lui sont confiées en application de l'article 19 de la Convention.
3. Periodic reports by States parties should be presented in three parts, as follows:	3. Les rapports périodiques des Etats parties devraient être présentés en trois parties, comme indiqué ci-après :
Part 1: Information on new measures and new developments relating& to the implementation of the Convention following the order of articles 1 to 16, as appropriate	Première partie : Renseignements sur les nouvelles mesures et les faits nouveaux touchant l'application de la Convention, en suivant, le cas échéant, l'ordre des articles 1er à 16
(a) This part should describe in detail:	a) Cette partie devrait exposer en détail :
(I) Any new measures taken by the State party to implement the Convention during the period extending from the date of submission of its previous report to the date of submission of the periodic report to be considered by the Committee;	i) toutes nouvelles mesures prises par l'Etat partie pour la mise en oeuvre de la Convention pendant la période allant de la date de présentation de son rapport précédent à la date de présentation du rapport périodique qui doit être examiné par le Comité;
(ii) Any new developments which have occurred during the same period and are relevant to implementation of the Convention;	ii) tous faits nouveaux survenus pendant la même période et intéressant l'application de la Convention;
(b) The State party should provide, in particular, information concerning:	b) L'Etat partie devrait fournir, en particulier, des renseignements concernant :
(i) Any change in the legislation and in institutions that affect the implementation of the Convention on any territory under its jurisdiction in particular on places of detention and on training given to law enforcement and medical personnel;	i) tout changement dans la législation et dans les institutions qui affecte la mise en oeuvre de la Convention sur tout territoire sous sa juridiction, notamment au sujet des lieux de détention et de la formation dispensée au personnel chargé de l'application des lois et au personnel médical;
(ii) Any new case law of relevance for the implementation of the Convention;	ii) toute nouvelle jurisprudence intéressante pour l'application de la Convention;
(iii) Complaints, inquiries, indictments, proceedings, sentences, reparation and compensation for acts of torture and other cruel, inhuman or degrading treatment or punishment;	iii) les plaintes, enquêtes, inculpations, procès, jugements, réparations et indemnisations concernant des cas de tortures et autres peines ou traitements cruels, inhumains ou dégradants;
(iv) Any difficulty which would prevent the State party from fully discharging the obligations it has assumed under the Convention.	iv) toute difficulté qui empêcherait l'Etat partie de s'acquitter pleinement des obligations qu'il doit assumer en vertu de la Convention.
Part II: Additional information requested by the Committee	Deuxième partie : Complément d'information demandé par le Comité
This part should contain any information requested by the Committee and not provided by the State party, during the Committee's consideration of the State party preceding report. If the information has been provided by the State party, either in a subsequent communication or in an additional report submitted in accordance with rule 67, paragraph 2, of the Committee's rules of procedure, the State party does not need to repeat it.	Cette partie devrait contenir tous les renseignements demandés par le Comité et non apportés par l'Etat partie lors de l'examen du rapport précédent. Si les renseignements ont été fournis par l'Etat partie, soit dans une communication ultérieure du gouvernement, soit dans un rapport complémentaire que le Gouvernement aurait présenté conformément à l'article 67, paragraphe 2, du règlement intérieur du Comité, il n'est pas nécessaire de les faire figurer de nouveau.
Part III: Compliance with the Committee's conclusions and recommendations	Troisième partie : Respect des conclusions et recommandations du Comité
This part should provide information on measures taken by the State party to comply with the conclusions and recommendations addressed to it by the Committee at the end of its consideration of the State party's initial and periodic reports.	Cette partie devrait énoncer les mesures prises par l'Etat partie pour tenir compte des conclusions et recommandations formulées par le Comité à la fin de l'examen du rapport initial et des rapports périodiques. _____
