The Working Group on Communications of the complaint procedure of the Human Rights Council, established by the Council in its resolution 5/1 of 18 June 2007 and endorsed by the General Assembly in its resolution 62/219 of 22 December 2007, held its twenty-fifth session at Palais Wilson, in Geneva, from 29 July to 2 August 2019.	Le Groupe de travail des communications, organe chargé de la procédure de plainte du Conseil des droits de l’homme dont la création a été décidée par le Conseil dans la résolution 5/1, du 18 juin 2007, et approuvée par l’Assemblée générale dans la résolution 62/219, du 22 décembre 2007, a tenu sa vingt-cinquième session au Palais Wilson, à Genève, du 29 juillet au 2 août 2019.

At its twenty-fifth session, the Working Group considered 144 communications processed by the Chair of its twenty-fourth session, together with the secretariat, between October 2018 and January 2019. Pursuant to paragraph 94 of the annex to Human Rights Council resolution 5/1, the communications were transmitted to the States concerned in order to obtain their views on the allegations of human rights violations.	Conformément au paragraphe 94 de l’annexe de la résolution 5/1 du Conseil, ces communications ont été transmises aux États intéressés pour qu’ils fassent part de leurs observations sur les allégations de violations des droits de l’homme.
In addition to the new communications, the Working Group also considered three communications, relating to Borduria, which had been kept pending at its twenty-fourth session.	Outre les nouvelles communications, le Groupe de travail a examiné trois communications concernant la Bordurie qu’il avait décidé à sa vingt-quatrième session de garder à l’examen.
At its twenty-fifth session, the Working Group therefore had before it a total of seven admissible communications relating to six States.	À sa vingt-cinquième session, le Groupe de travail était donc saisi d’un total de sept communications recevables concernant six États.
As set out in paragraph 95 of the annex to Council resolution 5/1, the Working Group on Communications is to decide on the admissibility of a communication and assess the merits of the allegations of human rights violations, including whether the communication alone, or in combination with other communications, appears to reveal a consistent pattern of gross and reliably attested violations of human rights and fundamental freedoms. In dealing with the question of admissibility of communications, the Working Group applied the criteria set out in paragraphs 87 and 88 of the annex to Council resolution 5/1. In dealing with the question of admissibility of communications, the Working Group applied the criteria set out in paragraphs 87 and 88 of the annex to Council resolution 5/1. It expressed its appreciation to the Governments that had provided detailed and comprehensive replies within the time frame provided for in Human Rights Council resolution 5/1. In that connection, it stressed that such cooperation was necessary for the proper functioning of the bodies entrusted with the implementation of the complaint procedure, as established by the Council in paragraphs 85 to 109 of the annex to its resolution 5/1. The Working Group encouraged Governments to address all the allegations raised in the communications and to submit substantive replies on the allegations as soon as possible following the request made by the Working Group in order to allow for the timely and efficient processing of communications. The Working Group reiterated the importance of holding regular exchanges of views to enhance the methods of work of both working groups and to increase the overall efficiency of the complaint procedure.	Le Groupe de travail des communications a réaffirmé l’importance d’échanges de vues réguliers visant à améliorer les méthodes de travail des deux groupes et l’efficacité globale de la procédure de plainte.
The Working Group on Communications agreed to continue its practice of consulting the reports of thematic special procedures mandate holders, concluding observations of human rights treaty bodies and the reports on the universal periodic review as relevant background information in the examination of communications.	Le Groupe de travail des communications a décidé de maintenir sa pratique consistant à consulter les rapports des titulaires de mandat thématique au titre des procédures spéciales, les observations finales des organes créés en vertu d’instruments internationaux relatifs aux droits de l’homme et les rapports établis dans le cadre de l’Examen périodique universel pour obtenir des informations générales utiles à l’examen des communications.
